Appropriates funds to the Department of Corrections from the General Revenue Fund for fiscal year ending June 30, 2011 to perform duties imposed by law.

Requires the Department to budget all funds in five specified categories: Administration, Institutions and Field Operations, Contract Beds, Community Corrections, and Treatment and Rehabilitation Services (all amounts listed as $0.00).

Authorizes the Director to set employee duties and compensation as needed; Director salary capped at amount to be determined, payable monthly.

Limits unclassified service employees to 6% of total authorized full-time equivalents; establishes budgetary limitations on full-time-equivalent employees and expenditures.

Becomes effective September 1, 2010.
