Appropriates funds to the Oklahoma Health Care Authority from the General Revenue Fund for fiscal year ending June 30, 2011, to perform duties imposed by law.

Requires the Authority to budget all funds into specific categories including Operations, Medicaid Payments, Medicaid Contracted Services, Rehabilitation Services, and Indigent Health Care Grant programs.

Authorizes the Administrator of the Oklahoma Health Care Authority to set duties and compensation for employees as necessary, with the Administrator's salary capped at a specified amount not to exceed the budgeted limit.

Establishes budgetary limitations for the Authority including limits on full-time-equivalent employees and lease-purchase agreements.

Effective date is September 1, 2010, with the bill passed by the Oklahoma Senate on March 9, 2010.
