Appropriates funds to the Department of Human Services from the General Revenue Fund for fiscal year ending June 30, 2011, with specific budget allocations for categories including Children and Family Services, Child Care, Developmental Disabilities Services, TANF Cash Assistance and Work Activities, and Aging Services.

Authorizes the Department of Human Services to exempt unanticipated federal funds received after July 1, 2010, from expenditure limitations, provided such operational funds are included in the agency's budget work program.

Grants the Director of Human Services authority to set the duties and compensation of employees not otherwise prescribed by law, subject to budgetary limitations on full-time-equivalent employees and expenditures.

Becomes effective September 1, 2010.
