• Appropriates funds from the General Revenue Fund to the Department of Transportation for fiscal year ending June 30, 2011, with amounts to be determined, to be transferred to the State Highway Construction and Maintenance Fund.

• Appropriates additional funds to the Department of Transportation for fiscal year ending June 30, 2011 to be transferred to the Public Transit Revolving Fund for performing duties imposed by law.

• Requires the Department of Transportation to spend specified minimum amounts for construction of roads to industrial sites and economic development areas, and for construction, maintenance, and repair of roads to historical sites and lake access roads.

• Establishes budget categories and full-time-equivalent employee limitations for the Department of Transportation for fiscal year ending June 30, 2011, with outcome-based performance measures required for each category.

• Becomes effective September 1, 2010.
