Director of State Finance shall transfer $120,000,000 from the Cash-flow Reserve Fund to the Special Cash Fund of the State Treasury.

$100,000,000 of the transferred amount is prohibited from appropriation during the 2nd Session of the 52nd Legislature.

$100,000,000 of the transferred amount is prohibited from use by the Office of State Finance for cash flow purposes.

Act becomes effective July 15, 2010, with an emergency declaration for immediate implementation.
