Updates the chief executive officer salary schedule from January 1, 2007 to January 1, 2010 for agencies, boards, commissions, departments and programs.

Removes the Oklahoma Accountancy Board from the list of entities with specified salary ranges for chief executive officers.

Maintains salary increase limitations: officers below minimum can only be raised to minimum in one fiscal year; those at or above minimum cannot exceed the midpoint in one fiscal year.

Requires agencies to certify salary increases can be funded without additional appropriations and report to the Office of Personnel Management by August 1 annually.

Becomes effective July 1, 2010 and declares an emergency.
