Places all personnel of the Oklahoma Public Employees Retirement System (OPERS) in the unclassified service, effective upon passage of the bill.

Places all personnel of the Teachers' Retirement System of Oklahoma (TRS) in the unclassified service, effective upon passage, and repeals the previous classified status provisions.

Expands State Election Board unclassified positions to include the Assistant Secretary, Support Services Division Director, Election Services Division Director, Information Services Division Director, one Election Technology Coordinator, one Public Information Officer, and one Administrative Assistant.

Allows involuntary furloughs established by the Office of Personnel Management, district attorneys, the Oklahoma Supreme Court, and legislative leadership to be credited as service time toward retirement benefits under OPERS.

Declares an emergency, making the act effective immediately upon passage and approval.
