Appropriates funds to the Oklahoma Corporation Commission for fiscal year ending June 30, 2010 to perform duties imposed by law

Requires the Commission to budget all funds across seven categories: Administration, Consumer Services, Petroleum Storage Tank Division, Oil and Gas Conservation Division, Office of Administrative Proceedings, Public Utility Division, Office of General Counsel, and Transportation Division

Sets the General Administrator's compensation and authorizes them to set employee duties and compensation for other positions; establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements

Excludes certain expenditures from budgetary limitations, including well plugging costs, pit closure costs, and site remediation as authorized under specified state statutes

Becomes effective September 1, 2009
