Amends 73 O.S. 2001, Section 163 to clarify that the Oklahoma Capitol Improvement Authority operates in cooperation with the Department of Central Services (replacing reference to "Office of Public Affairs")

Authorizes the Oklahoma Capitol Improvement Authority to require state departments and agencies to be housed in Authority buildings and to pay rent for occupancy

Directs rental revenues from state departments and agencies to be placed in the Oklahoma Capitol Improvement Authority Fund for building maintenance and bond retirement

Provides that upon full repayment of all bonds for a building, ownership transfers to the State of Oklahoma and falls under Department of Central Services supervision

Declares an emergency, making the act effective immediately upon passage and approval
