• Amends 73 O.S. 2001, Section 163 to change oversight authority for Oklahoma Capitol Improvement buildings from the "Office of Public Affairs" to the "Department of Central Services."

• Maintains that the Oklahoma Capitol Improvement Authority retains control of buildings until all bonds issued for construction are paid in full, after which buildings transfer to state ownership under Department of Central Services supervision.

• Establishes that rents paid by state departments and agencies house-bound in these buildings fund the Oklahoma Capitol Improvement Authority Fund for building maintenance and bond retirement.

• Declares an emergency effective date allowing the measure to take effect upon passage and approval.
