Appropriates $33,000,000 from the Constitutional Reserve Fund to the State Board of Education for instructional expenses.

Funds may be drawn from any monies not otherwise appropriated in the Constitutional Reserve Fund.

Act becomes effective July 1, 2010.

Emergency clause declared, allowing the act to take effect immediately upon passage and approval rather than waiting for the standard effective date.
