Amends 40 O.S. 2001, Section 4-508 to add new exemptions allowing release of employment security information to economic and business research centers at higher education institutions within the Oklahoma State System of Higher Education.

Specifically authorizes release of information to the Center for Economic and Management Research at University of Oklahoma and the Center for Economic and Business Development at Southwestern Oklahoma State University for identifying economic trends.

Requires that information released to these higher education institutions remain confidential and prohibits public disclosure, though aggregated data may be released if it meets Oklahoma Employment Security Commission disclosure requirements.

Becomes effective July 1, 2010, with an emergency clause declaring immediate implementation is necessary for public peace, health, and safety.
