Amends 74 O.S. 2001, Section 85.12c to exempt revenues and donations received by the Department of Human Services from Oklahoma Central Purchasing Act requirements for fund-raising activities and client benefits.

Requires that monies from fund-raising activities, donations, vending operations, and other nonrestricted cash received by Department of Human Services employees be deposited in an Agency Special Account at State Treasurer-approved banking institutions.

Extends similar exemptions and deposit requirements to the Office of Juvenile Affairs for fund-raising activities, donations, and canteen merchandise for resale at institutional facilities.

Adds new subsection D authorizing the Department of Mental Health and Substance Abuse Services to maintain funds and assets received under Title 43A Section 2-106 in a trust account with board oversight, exempt from Oklahoma Central Purchasing Act requirements.

Takes effect November 1, 2010.
