Records of investigations conducted pursuant to the Protective Services for Vulnerable Adults Act shall not be expunged except by court order.

Expungement petitions filed when the Department is or was temporary guardian of the alleged victim must use the same case number and require written notice to the victim, the Department's Office of General Counsel, and all parties due notice in guardianship proceedings.

Creates the Vulnerable Adult Intervention Task Force with at least 11 members including legislators, state agency commissioners, law enforcement, and advocacy representatives to study interdisciplinary community assistance and intervention services for vulnerable adults with mental or physical illnesses, disabilities, or dementia.

Task force members serve 30-month terms with appointments required by July 1, 2010, and shall submit annual reports to the Legislature with recommendations on training curriculum, legislative action, funding, and program improvements.

Act becomes effective July 1, 2010, with an emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
