Amends 70 O.S. 2001, Section 1-109 to establish that the school year shall begin on any day after Labor Day.

Maintains existing requirements for schools to be in session for either 180 days or 1,080 hours per school year with classroom instruction.

Allows school districts to authorize parent-teacher conferences during the school day, counting up to 12 hours per school year toward instructional time.

Permits school district boards to implement extended-day schedules for grades 9-12 while maintaining 1,080 hours and 180 days of instruction annually.

Becomes effective November 1, 2010.
