Creates the Advisory Council for Children of Incarcerated Parents with 19 members from state agencies, judiciary, law enforcement, education, and community organizations to develop recommendations promoting safety and well-being of children with incarcerated parents.

Council must develop and submit a state plan by February 1, 2011 identifying and coordinating services for affected children, and establish seven subcommittees focusing on safety protocols, data collection, outreach, economic supports, research, resource clearinghouse, and legislation review.

Establishes eight guiding principles affirming that children of incarcerated parents deserve to be kept safe, informed, heard, well-cared for, and allowed visitation and relationship with their parent until age 18.

Council members serve without compensation but receive reimbursement for travel expenses; council staff support provided by Oklahoma Commission on Children and Youth; authorized to solicit and accept funds from federal, state, and private sources.

Effective July 1, 2010 with emergency clause for immediate implementation upon passage and approval.
