Amends 17 O.S. 2001, Section 53.1 to clarify language requiring oil and gas well operators to remove surface trash and debris from well sites and surrounding areas

Removes reference to "prescribe and" and "rules and regulations," replacing with simpler language that operators must "promulgate rules" for trash removal

Defines "surface trash and debris" as all discarded material directly connected with drilling, producing, or exploring for hydrocarbons including garbage, rubbish, junk, and scrap

Maintains existing Corporation Commission authority to enforce trash removal requirements and keep well premises free of debris

Effective date: November 1, 2010
