Creates the Oil and Gas Owners' Lien Act of 2010, granting interest owners (those with ownership rights in oil and gas) an automatic lien to secure payment of sales proceeds from first purchasers

The oil and gas lien attaches automatically without filing requirements, continues through severance and commingling of product, and extends to all proceeds from sales

Establishes that the oil and gas lien takes priority over most other liens and security interests, with limited exceptions for certain pre-existing mortgage liens and statutory liens for storage/transportation charges

Prohibits requiring interest owners to waive their lien rights as a condition of sale contracts, with limited exceptions when purchasers post letters of credit or escrow arrangements satisfactory to the interest owner

Sets a one-year statute of limitations for enforcing the lien (from when proceeds are due), allows recovery of attorney fees for prevailing parties, and repeals the prior Oil and Gas Owners' Lien Act (52 O.S. Sections 548.1-548.6)
