Establishes goals for electric energy providers in Oklahoma to utilize renewable electric energy, targeting 15% of peak load capacity by 2015 and 20% by 2020.

Defines "renewable electric energy" to include wind, solar, photovoltaic, biomass, hydropower, geothermal, waste incineration, landfill gas, and advanced nuclear sources, with potential for other certified renewable sources.

Requires the Oklahoma Clean Energy Independence Commission to develop policies and recommendations to achieve renewable energy goals and forward them to the Corporation Commission for adoption and implementation.

Establishes guidelines requiring policies to prioritize domestically produced renewable energy, allow efficiency offsets, prohibit utility favoritism, prohibit additional tax incentives, and count existing renewable capacity toward goals.

Authorizes the Corporation Commission to adopt the renewable energy goals and promulgate necessary rules or orders to implement the act's provisions, with an emergency clause for immediate effect.
