Amends 60 O.S. 2001, Section 178.4 to modify restrictions on public trust purposes by removing prohibitions on wholesale outlets for intoxicating beverages and low-point beer as defined in Title 37 of the Oklahoma Statutes.

Clarifies that warehouses used for financing, construction, ownership or leasing are permissible trust purposes as long as they are not used for housing, storage, or distribution of intoxicating beverages or low-point beer.

Amends 62 O.S. 2001, Section 652 to align municipal and county authority with the same modifications regarding trust purposes and activities related to industry development.

Updates cross-reference in Section 652 from "Section 13" to "Section 178.6 of Title 60 of the Oklahoma Statutes" regarding residential enterprise exceptions.

Declares an emergency effective upon passage and approval.
