Creates the School District Transparency Act requiring the State Department of Education to publish school district expenditure data on its website by January 30, 2011.

Data must be made available in an open-structured format that can be downloaded and searched by the public at no cost.

Database shall include school district identification, OCAS codes, vendor names and locations, expenditure amounts, transaction types, purposes, credit card statements, budgeted and audited figures, and per-pupil spending calculations.

School districts with websites must provide the same information in the same format on their own district websites.

Protects the State of Oklahoma, State Department of Education, school districts, and employees from civil or criminal liability for disclosure of required information or errors in disclosure.
