Communities must certify availability of at least $20,000 to implement the program and demonstrate support from local governing bodies, churches, clubs, businesses, and media outlets

Oklahoma Department of Commerce will evaluate applications based on criteria including tax burden, housing costs, safety, healthcare, transportation, recreation, and services for aging residents

Certification expires after 5 years and requires reapplication; designates Stillwater, Oklahoma as the pilot community with a reduced $25 application fee
