Amends 21 O.S. Section 843.5 to redefine child abuse, child neglect, child sexual abuse, and child sexual exploitation by referencing definitions in Title 10A of the Oklahoma Statutes (instead of prior statute citations).

Establishes mandatory post-imprisonment supervision for persons sentenced to 2 or more years imprisonment for child sexual abuse or child sexual exploitation violations, in addition to actual imprisonment.

Creates enhanced penalties for sexual abuse or sexual exploitation of children under 12 years of age, requiring imprisonment for not less than 25 years nor more than life, plus fines of $500-$5,000.

Defines "permit" in enabling child abuse, neglect, sexual abuse, and sexual exploitation statutes to mean authorizing or allowing child care when the person knows or reasonably should know the child will be at risk of such abuse.

Declares an emergency effective upon passage and approval to take effect immediately.
