Prohibits sellers from imposing a surcharge on cardholders who use a debit card for payment in sales transactions, adding debit cards to existing protections for credit card payments.

Defines "debit card" as any instrument or device issued by a financial institution for depositing, obtaining, or transferring funds from a consumer banking electronic facility.

Allows money transmitters registered with the U.S. Treasury Department to charge different prices for electronic funds transmission services based on transmission mode, provided debit or credit card prices are not higher than currency payment prices within the same mode.

Effective date: November 1, 2010.
