Amends the Oklahoma Personnel Act definitions in 74 O.S. Section 840-1.3 to add new definitions including "copy," "job," "job family," and "job family descriptor" while renumbering existing definitions.

Modifies Section 840-2.15 to prohibit state agencies from exceeding minimum overtime entitlement provisions of the federal Fair Labor Standards Act except as provided, and requires employees to exhaust compensatory time within 180 days of accrual or receive payment at current hourly rate.

Amends Section 840-2.17 to restrict across-the-board salary raises unless authorized by the Legislature and Merit System Rules, while permitting specific exceptions including promotions, pay band changes, longevity payments, overtime, market adjustments, and performance-based increases not exceeding 5%.

Exempts chief executive officers from most salary adjustment provisions in Section 840-2.17, allowing only longevity payments and legislatively mandated wage increases.

Becomes effective November 1, 2010.
