Amends 17 O.S. 2001, Section 139.103 to update statutory references and clarify Corporation Commission jurisdiction over access services including primary and special universal services.

Updates federal law citations in subsection C from general references to specific U.S.C.A. citations for the National Labor Relations Act (29 U.S.C.A. § 151 et seq.) and Telecommunications Act of 1996 (47 U.S.C.A. § 151 et seq.).

Expands Commission jurisdiction language in subsection H to explicitly include primary universal services and special universal services within access services and rates subject to Commission oversight.

Declares an emergency effective date, making the act effective immediately upon passage and approval.
