Authorizes the State Department of Health to transfer $2,500,000 from funds appropriated in Section 67, Chapter 421, O.S.L. 2009 to the Oklahoma Institute for Disaster and Emergency Medicine Revolving Fund established under Section 1-2523 of Title 63 of the Oklahoma Statutes.

Funds transferred shall be expended in accordance with law.

Declares an emergency effective upon passage and approval to preserve public peace, health and safety.
