Authorizes the Oklahoma Corporation Commission to collect a fee of $0.05 per barrel of fluid disposed in commercial disposal wells.

Fees are paid quarterly by well operators, with payment due by the last day of the second month of each calendar quarter, beginning August 31, 2010.

Revenue collected from the fees may only be used for direct or indirect costs of regulating oil and gas activities within the Commission's jurisdiction.

All fee revenue is deposited in the Oil and Gas Revolving Fund.

Declares an emergency, making the act effective immediately upon passage and approval.
