Modifies the Advisory Committee for Motorcycle Safety and Education to increase motorcycle operator/owner positions from one to three voting members appointed by the Commissioner of Public Safety.

Requires the Commissioner of Public Safety to appoint three committee members by January 1, 2011 in accordance with the new membership requirements.

Clarifies that the Administrator of the Motorcycle Safety and Education Program serves as a nonvoting chair, with a vice-chair elected from voting members.

Maintains that non-state employee committee members receive no state compensation but are eligible for travel expense reimbursement.

Declares an emergency effective date for the bill upon passage and approval.
