• Amends Oklahoma tobacco smoking restrictions to allow higher education institutions to establish tobacco-free policies covering campuses, buildings, and grounds, including smokeless tobacco.

• Maintains existing prohibitions on smoking in indoor public places, workplaces, government buildings, and public transportation, with exemptions for bars, cigar shops, and certain other establishments.

• Requires owners/operators of smoke-free facilities to post signs or decals (at least 4 by 2 inches) at building entrances indicating smoke-free or tobacco-free status.

• Establishes penalties of $10 to $100 fines for violations of smoking restrictions.

• Effective date: November 1, 2010.
