SB 1685 Summary

• Creates the "Oklahoma Firearms Freedom Act" establishing that firearms, firearm accessories, and ammunition manufactured and assembled in Oklahoma and remaining within state borders are not subject to federal regulation under the interstate commerce clause.

• Exempts intrastate-manufactured firearms from federal registration requirements, defining "manufactured" as creating items from basic materials through forging, casting, machining, or similar processes.

• Requires all firearms manufactured under this act to be stamped with "Made in Oklahoma" on a central metallic part such as the receiver or frame.

• Excludes from the act's provisions: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, and ammunition with projectiles that explode using chemical energy after leaving the firearm.

• Directs the Oklahoma Department of Commerce to collaborate with Oklahoma institutions offering gunsmith programs to develop strategies attracting firearms manufacturers to the state and to promote existing economic incentives for firearm manufacturers.
