Amends 47 O.S. 2001, Section 11-1001 relating to stopping, standing, or parking vehicles on highways outside business or residence districts

Removes provision allowing written warnings until January 1, 2006 for violators who obstruct regular traffic flow

Establishes that violations are misdemeanors punishable under Section 17-101 of Oklahoma Statutes

Requires vehicle owners/operators to make reasonable efforts to remove obstructing vehicles from roadway to prevent traffic obstruction

Effective date: November 1, 2010
