Amends 11 O.S. 2001, Section 35-204 regarding the sale of public utilities authorized by registered voters.

Allows public utility sales for cash, other assets as proposed and accepted by voters, or securities authorized for municipal investment, in addition to existing requirements.

Requires sale to highest and best responsible bidder following competitive bidding procedures outlined in Sections 35-201 et seq., with 10% certified check accompanying each bid.

Permits payment of purchase price balance in cash or other legal means to convey assets, rather than restricting to cash only.

Declares an emergency, making the act effective immediately upon passage and approval.
