Amends 27A O.S. 2001, Section 2-6-401 to modify permitting requirements for wastewater treatment systems in Oklahoma.

Permits for wastewater treatment systems may only be issued to public entities unless all system components, including service lines, are located on property owned by or dedicated to the system owner via recorded easement.

Exempts individual and small public sewage treatment systems constructed in accordance with Section 2-6-403 from certain permitting requirements and subsections B, C, and D of the amended statute.

Allows facilities to utilize innovative treatment techniques not currently recognized by the Department, provided they submit required engineering documentation and certification that the technique meets federal and state discharge requirements.

Declares an emergency effective upon passage and approval.
