Amends Oklahoma library law to allow state agencies to issue publications in electronic format instead of physical copies whenever possible, unless doing so would interfere with public access to information.

Exempts electronically published state publications from the requirement to deposit physical copies with the Publications Clearinghouse, instead requiring agencies to notify the Clearinghouse and provide a link to the electronic version.

Directs the Publications Clearinghouse to electronically retain and preserve electronic publications and facilitate free public access to them, and to feature a directory of publication links prominently on the ok.gov portal.

Maintains the requirement for state agencies to deposit maximum 25 physical copies of non-electronic publications with the Publications Clearinghouse for distribution to depository libraries and the Library of Congress.

Becomes effective November 1, 2010.
