Amends Section 71 of the Oklahoma Indigent Health Care Act to add two new exemptions from lawful presence verification requirements for state and local public benefits.

Exempts persons applying for special volunteer health care licenses that require retirement from practice or active licensure in another state and prohibit any compensation or payment for services rendered.

Exempts programs, services, or assistance such as soup kitchens, crisis counseling, and short-term shelter that deliver in-kind community services, do not condition assistance on income or resources, and are necessary for protection of life or safety.

Requires agencies and departments administering public benefit programs to continue annual reporting to state leadership on compliance with verification requirements and monitoring of SAVE Program errors that may deny benefits to legal residents.

Declares an emergency, making the act effective immediately upon passage and approval.
