Requires all direct care staff employed by nursing facilities, residential care homes, adult day care centers, assisted living centers, continuum of care facilities, hospices, and home care agencies to complete at least 4 hours of annual in-service training in the care of individuals with Alzheimer's disease and other forms of dementia.

Staff hired on or before November 1, 2010 must complete training by January 1, 2012, then annually thereafter; staff hired after November 1, 2010 must complete training within 12 months of employment and annually thereafter.

Establishes a State Department of Health certification system for individuals to provide the training, requiring minimum qualifications of one year continuous employment in dementia care and training from a national Alzheimer's advocacy organization.

Authorizes the State Department of Health to impose fines not exceeding $100 per person per 30-day period for violations by covered entities.

Effective date: November 1, 2010.
