Amends 74 O.S. 2001, Section 85.17A to establish state purchasing preferences for Oklahoma-manufactured or produced goods and services when price, fitness, availability, and quality are equal.

Requires state agencies to give preference to goods and services from other states over foreign goods or services when Oklahoma products are not equal in price, fitness, availability, or quality.

Authorizes state agencies to add a percent increase to bids from nonresident bidders equal to the preference percentage given to bidders in their home state.

Maintains reciprocal bidding preferences based on an annual schedule prepared by the State Purchasing Director showing which states give preferences to their own bidders.

Effective date: November 1, 2010.
