Amends 74 O.S. 2001, Section 3117 to clarify that state agencies and boards (except those within the Oklahoma State System of Higher Education) cannot establish or increase fees except when the Legislature is in session, unless specifically mandated or required by law or court order

Requires agencies seeking to establish or increase fees to provide written notice to the Governor, Speaker of the House, Government Operations Committee, and Senate President Pro Tempore, including justification and supporting documentation

Applies the notification requirement to all constitutionally or statutorily created state boards, bureaus, commissions, offices, authorities, public trusts, and interstate commissions

Becomes effective November 1, 2010
