Amends 47 O.S. 2001, Section 2-116 to clarify that the Department of Public Safety notice requirements apply to "Section 2-101 et seq. of this title" rather than referring to "this act"

Maintains existing procedures for giving notice by personal delivery or first-class mail, with notice by mail considered complete after 10 days

Allows proof of notice delivery through officer/employee certificate or affidavit from any person over 18 years old

Specifies that failure to receive notice due to not updating mailing address with the Department is not grounds for protesting the notice
