Amends 62 O.S. 2001, Section 41.3 to restructure the Office of State Finance organizational language and clarify that it consists of a Division of the Budget, Division of Central Accounting and Reporting, and Information Services Division.

Establishes that the Division of the Budget and Division of Central Accounting and Reporting operate under the Director of the Office of State Finance, while the Information Services Division operates under a Chief Information Officer.

Clarifies terminology throughout Oklahoma Statutes by establishing that "State Budget Director," "Budget Director," "State Budget Office," and related terms now mean "Director of State Finance" and the Office of State Finance or its divisions.

Becomes effective November 1, 2010.
