Amends Oklahoma's Open Records Act (51 O.S. 2001, Section 24A.7) to expand confidentiality protections for employee personnel records.

Requires public bodies to keep confidential the home address, telephone numbers, social security numbers, and date of birth of current and former employees.

Maintains existing exemptions for internal personnel investigations, hiring/promotion materials, and records that would constitute unwarranted invasion of privacy.

Requires disclosure of public employment records including applications of hired employees, gross receipts of public funds, employment dates/titles, and final disciplinary actions resulting in termination or suspension.

Declared an emergency measure effective upon passage and approval.
