Updates formatting and statutory cross-references throughout the section, converting lettered subsections (a, b, c) to capitalized letters (A, B, C) and numbered clauses to a standardized paragraph format

Retains existing definitions for key terms including "drug," "device," "cosmetic," "label," "labeling," "advertisement," and "contaminated with filth" without substantive changes to their meanings
