Prohibits owners or operators of hired buses and limousine services licensed as motor carriers from knowingly transporting minors under 21 years old who possess or consume alcoholic beverages, including low-point beer.

First conviction results in a misdemeanor punishable by a fine of up to $500; second or subsequent convictions subject the operator to mandatory revocation of driving privileges under Section 6-205 of Title 47.

Vehicle owners convicted a second or subsequent time face a $500 fine and forfeiture of Interstate Registration Certificate and other government-issued licenses for one year.

Law enforcement agencies must report violations to the Corporation Commission upon conviction, which shall conduct administrative hearings and proceed with revocation proceedings.

Violators may apply for license or permit reinstatement after the two-year revocation period concludes; the act became effective November 1, 2010.
