Amends 69 O.S. 2001, Section 1705 to authorize the Oklahoma Turnpike Authority to construct a new turnpike beginning at Interstate 44 near 49th West Avenue, extending north of State Highway 64/412, and continuing eastward to the L.L. Tisdale Expressway in Tulsa.

Adds subsection (35) to the list of authorized turnpike projects, specifying the route shall turn northeasterly, cross 41st West Avenue, and connect to existing expressway infrastructure in Tulsa, Oklahoma.

Declares an emergency, making the act effective immediately upon passage and approval rather than following standard enactment procedures.
