Amends 27A O.S. 2001, Section 2-6-403 to replace references to "private individual sewage disposal systems" with "individual sewage treatment systems" throughout the statute.

Requires persons contracting with installers to modify or install on-site sewage treatment systems for residences or businesses to certify the number of bedrooms or water usage so the system can be properly sized.

Modifies reinspection procedures to prohibit the Department of Environmental Quality from requiring uncovering of approved systems upon reinspection unless evidence shows the system has not functioned properly.

Maintains existing requirements for residential development plat approval by the Department, including descriptions of sewage treatment methods and lot size specifications.

Declares an emergency effective upon passage and approval.
