Eliminates senior citizen hunting and fishing license exemptions for residents ages 60-64, raising the eligible age to 65 and increasing senior lifetime license fees from $5.25 to $15.00 for hunting or fishing individually, and from $9.25 to $25.00 for combination licenses

Removes the lifetime nonresident fishing license option and eliminates the separate Lifetime Oklahoma Wildlife Land Stamp requirement, instead incorporating the $25.00 stamp fee directly into lifetime license prices

Consolidates furbearer trapping license exemptions to only lifetime hunting license holders and property owners/tenants, removing other exemptions and extending license expiration from January 31 to the last day of February

Removes the lifetime Oklahoma Waterfowl License program and consolidates multiple exemptions for deer gun hunting licenses, limiting exemptions to disabled 100% veterans and commercial hunting area residents

Becomes effective January 1, 2011, with modifications affecting hunting/fishing license ages, fees, and exemption eligibility across multiple license types
