SB 1784 Summary

• Amends textbook allocation procedures for school districts, allowing unused textbook funds to carry over to the next fiscal year and be combined with new allocations

• Authorizes school districts to expend textbook allocations (including carryover amounts) for general instructional expenses during fiscal year 2011 and in any subsequent year when actual state revenues fall at least 5% below appropriated amounts

• Modifies teacher compensation law to allow reductions in teacher total compensation if hours or duties are reduced proportionately, or upon agreement between the school district board and local bargaining unit

• Maintains existing provisions for State Board of Education to replace textbooks destroyed by fire or hazard, with annual state cost capped at $100,000

• Effective date: July 1, 2010
