Amends the Elevator Safety Act to exempt certain properties from elevator safety licensing and inspection requirements, including federal government property, existing owner-occupied private residences, and manufacturing/utility/industrial facilities.

Adds new exemption for residential lifts in existing buildings owned or operated by not-for-profit organizations or public trusts established prior to November 1, 2006, with optional inspection available upon written request and fee payment.

Specifies that exempted properties under the amendments remain exempt from municipal and county ordinances and rules, while allowing political subdivisions to maintain more stringent standards than state law.

Effective date of July 1, 2010, with emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
