Prohibits the permanent severance of airspace rights for wind or solar energy development from the surface estate; such rights may only be leased for a definite term, not sold permanently

Requires wind or solar energy agreements to be filed with the county clerk and must include party names, legal property description, nature of interest, consideration paid, planned improvements, decommissioning requirements, and termination conditions

Defines "wind or solar energy agreement" as any lease, easement, option, or instrument allowing study or development of wind or solar energy systems on the land or airspace

Exempts property owners using wind or solar systems for domestic use only from these requirements

Amends the Oklahoma Airspace Act (60 O.S. Sections 803 and 805) to subject airspace property transfers to these new wind and solar energy limitations; effective July 1, 2010, with emergency clause for immediate effect
